93 escort wagon wont start

my 93 escort wagon wont turn over i have checked the voltage to the starter relay and on the battery side i am reading 12 volts on the other side with ignition switch turned on i get 0 volts and i jumped the starter relay and the engine turned over could it be a bad relay or a bad ignition switch and how do i check the switch.

Your car doesn't have a starter relay. The current goes directly from the key to the solenoid on the starter itself. If the starter doesn't turn at all make sure the car is in neutral or park (automatic) or that the clutch pedal is depressed (manual). If you ran a hot wire to the starter solenoid and the starter turned over, then you have a bad ignition switch, neutral or clutch switch or the wiring. 93 Escorts have had a rash of bad ignition-starter switches. If you ran a hot wire to the solenoid on the starter and it turned over more than likely the ignition switch is bad.
