1999 saturn sc2 3dr idles low wont start unless gased down to 3000 rpm for

a few seconds. Car gets awfully low on stops almost 700 rpm and car starts to idle. When taking of car is delayed like fuel isnt getting to motor and almost sputters out. I had major work done on it to see if it would help. Had fuel filter replaced. I had the fuel system cleaned out and also had it tested on a computer but found no errors. Spark plugs changed. I did notice a small performance gain and car starts sometimes but dies almost instantly unless gas is pressed for around 10 secs. Car drives super fine on highway which leads me to believe its not the fuel pump or injectors....... new fuel filter also they said old one was clogged pretty good. I think its the idle air control valve but dont know where to find it at. Anyone give me a pointer to where to start loooking for it at ?

The IAC valve is in the throttle body. Follow the air intake from the filter box to the engine. That's the throttle body. Remove it and clean it and the IAC valve, making sure the passage is also clear.
