2000 Rodeo Electrical

Shortly after I bought the Rodeo, the rear wiper stopped working on a consistent basis, i've been able to live with it for the past few years, then about a year ago, my radio stopped working, i've lived with it, but now I have a critical issue that I think may be associated with the alarm relay unit. My headlights do not turn all the way off. I can turn the headlight switch to the off position, but the "running" lights will not turn off. With the headlight switch turned all the way on, my lights come on as normal. I have already tried replacing the ECM, no luck. Any help would be appreciated.

The ECM has nothing to do with the lights. Wasted money. Check your grounds and try swapping relays around.

How would I go about swapping relays around? Any special equipment?
